Historic Window Restoration Submittals: What Architects and GCs Should Require Before Work Begins

The Best Time to Resolve a Detail Is Before It Gets Repeated 200 Times

There is a point on almost every historic window project when the work shifts from planning to production.

That moment matters.

Up until then, a muntin profile can still be adjusted on paper. A glass selection can still be reconsidered. A hardware finish can still be changed without much consequence. Once fabrication starts—or dozens of sash enter the restoration process—those same changes become far more expensive.

That is why the submittal process matters so much.

On historic restoration projects, submittals should not be treated as a paperwork exercise between award and mobilization. They are the point where the architect, GC, owner, preservation consultant, and restoration subcontractor make sure they are all picturing the same finished window.

A good submittal package should answer the questions that are expensive to answer later.

What are we preserving? What are we repairing? What are we replacing? What will a replicated component actually look like? What glass are we using? What happens to the original hardware? What does the final finish look like? And, importantly, which decisions require approval before production can move forward?

Start With the Restoration Approach

Before getting buried in product data, it helps to establish how the contractor actually intends to restore the windows. That does not mean the architect should dictate every tool, sequence, or shop procedure. Means and methods still belong to the contractor. But everyone should understand the major treatment approach.

For a historic wood window, that could include:

  • documenting and removing the sash

  • removing coatings

  • removing or repairing glazing

  • protecting and handling historic glass

  • repairing deteriorated wood and joinery

  • priming

  • reglazing

  • restoring hardware

  • installing weatherstripping

  • applying finish coats

  • reinstalling and adjusting the sash

A steel-window procedure will look different. It may include corrosion removal, steel repairs, welding, glazing, hardware restoration, coatings, and operational adjustments.

Those documents are excellent technical references.

They are not a substitute for the contractor explaining how the work will actually be approached on this particular building.

Submit the Materials That Actually Matter

Not every consumable used during restoration needs to generate a stack of paperwork. The important products are the ones that affect durability, compatibility, appearance, or performance.

Depending on the project, that might include:

  • glazing compound

  • epoxy repair products

  • wood consolidants

  • primers

  • finish coatings

  • replacement wood species

  • glass

  • weatherstripping

  • sealants

  • corrosion-control systems

  • replacement hardware

The relevant question is not simply whether a product is considered "good." Plenty of excellent modern construction products are not necessarily the right choice for a 100-year-old window assembly.

The better question is:

Is this material compatible with the historic material already in the building, and is it appropriate for how the window needs to perform?

That is where the review has value.

Give Glass More Attention Than a Line on a Product Sheet

Glass has a tremendous influence on how a historic window looks. That becomes particularly noticeable when original historic glass remains in some openings and new glass is introduced in others.

A glass submittal should establish:

  • what historic glass is being retained

  • what happens when an existing pane is cracked or broken

  • the proposed replacement glass

  • thickness

  • tint

  • reflectivity

  • safety-glazing locations

  • whether restoration glass or another specialty product is required

  • whether insulated glass is being considered in any replicated assemblies

This is one area where a physical sample can tell you far more than a PDF. Put proposed replacement glass beside the existing historic glass and look at it from inside and outside. The difference may be insignificant. Or it may be immediately obvious.

The National Park Service's Guidelines for the Treatment of Historic Properties specifically address preserving historic window characteristics, including sash, glazing configuration, muntins, profiles, and other features that contribute to the building's appearance. For important elevations, it is worth getting the glass decision right before ordering hundreds of panes.

Use Shop Drawings When Something Is Actually Being Built

Shop drawings become especially important when the project moves from restoration into replication. They show how the restoration subcontractor or fabricator intends to build the work.

A useful window-replication shop drawing may include:

  • overall dimensions

  • sash dimensions

  • rail widths

  • stile widths

  • muntin profiles

  • lite configuration

  • frame sections

  • sill details

  • joinery

  • hardware locations

  • glazing configuration

The drawings should correspond to the number of unique window or door types, not necessarily the total quantity of openings. A building may have 300 windows but only six distinct assemblies. That distinction matters when defining the drawing scope and cost.

And one other distinction matters just as much:

Shop drawings are not engineering drawings.

Shop drawings show how the fabricator intends to construct the assembly. Engineering demonstrates structural or performance adequacy where that work is required.

Depending on the project, engineered drawings could address:

  • attachment

  • anchorage

  • structural connections

  • wind pressures

  • design pressures

  • other performance requirements

This becomes particularly important in hurricane-prone parts of Florida and the Southeast. If engineering is required, it should be identified as its own professional service. It should not quietly appear halfway through the submittal process as something everyone assumed was included with ordinary shop drawings.

Profiles Matter More Than a Dimensioned Box

Historic-window replication often succeeds or fails in the details that barely show up on an elevation. Two windows can have exactly the same width and height and still look completely different once installed.

The difference is often in:

  • muntin width and shape

  • rail proportions

  • stile proportions

  • meeting-rail profiles

  • putty bevels

  • sill geometry

  • casing or frame profiles

So if a replicated sash is required, do not stop at overall dimensions. Show the profiles.

Ideally, those profiles are developed from the actual building through field measurements, surviving original material, profile gauges, historic drawings, or other physical evidence.

The Secretary of the Interior's Standards for Rehabilitation emphasize preserving distinctive historic materials, features, finishes, construction techniques, and craftsmanship, and matching distinctive features when deterioration makes replacement necessary.

On a replication project, the profile is not decorative trivia. It is part of the architecture.

Sometimes a Physical Sample Beats Another Round of Comments

There are certain decisions that are much easier to make when everyone can put their hands on the actual material.

A project may benefit from samples of:

  • muntin profiles

  • replacement wood

  • glazing

  • paint finishes

  • hardware finishes

  • weatherstripping

  • repaired steel sections

You do not need a sample of everything. But if a decision affects appearance or authenticity, a sample can save a surprising amount of time. Hardware is a perfect example. "Antique bronze" can mean ten different things depending on the manufacturer. Put the actual finish against the restored sash and the decision becomes much easier.

Hardware Needs a Treatment Plan, Not Just a Catalog Page

Historic-window hardware can be one of the more interesting parts of a project because buildings rarely present a perfect, uniform set.

You may find:

  • original hardware in excellent condition

  • original hardware needing repair

  • missing hardware

  • later replacements

  • mismatched finishes

  • components that no longer function

The submittal should explain the intended treatment.

Will original hardware be cleaned? Repaired? Refinished? Reused with its existing patina? When something is missing, is salvage hardware acceptable? Is reproduction hardware required? Does it need to match the existing profile exactly? What finish has been selected?

Sending a catalog page with six possible sash locks does not really answer any of those questions. The purpose of the submittal is to show what the contractor is actually proposing to install.

Document the Windows Before They Leave the Building

On a large restoration project, this becomes critical. Once sash, hardware, glass, and other components begin moving between the building and a restoration shop, there needs to be a reliable identification system.

That might include:

  • building or wing

  • elevation

  • floor

  • room

  • window number

  • upper or lower sash

  • photographs

  • hardware inventory

  • pre-existing damage

This is not busywork. It is chain of custody.

If several hundred sash are being restored, there should be no question about which sash belongs in which opening or where its original hardware went. Good documentation also protects the project team when a pre-existing crack, missing piece of hardware, or previous repair becomes an issue later.

Let the Mockup Tie Everything Together

Product data tells you what materials are proposed. Shop drawings tell you how replicated components are intended to be built. Samples show isolated details. The mockup shows whether all of those decisions work together.

A good historic-window mockup may confirm:

  • paint-removal expectations

  • wood-repair methods

  • glazing

  • glass selection

  • hardware

  • replicated profiles

  • weatherstripping

  • finish quality

  • operation

  • final appearance

Once approved, the mockup becomes something far more useful than another note in the submittal log. It becomes the physical quality standard.

That is why mockups need to happen early. If the first fully restored window is not reviewed until fifty other sash are already in production, the value of the mockup drops considerably.

Be Clear About Who Has to Approve What

This is where good technical work can lose weeks unnecessarily.

Who reviews the replication profiles? The architect? The preservation consultant? Both?

Who approves replacement hardware? Does the owner want to see finish samples? Does a structural engineer need to review anchorage? Does a tax-credit consultant need to review proposed replacements?

Establish that path before the first submittal starts circulating. Historic-window submittals can touch several disciplines, and nothing stalls a review faster than a package that nobody is quite sure they have authority to approve.

For federal historic-tax-credit projects, the National Park Service provides specific guidance on Evaluating Historic Windows for Repair or Replacement, including documentation considerations when replacement is proposed. That kind of review needs to happen before fabrication—not after material is already on the shop floor.

Treat the Submittal Schedule Like Part of the Construction Schedule

It effectively is. Work backward from the date the first restored or replicated windows need to be installed. Then identify the decisions that have to happen first.

For example:

A replicated sash cannot be fabricated before its profile is approved. Specialty glass cannot be ordered until the selection is finalized. Hardware with a long lead time cannot arrive if nobody has approved the product. Engineering, if required, may create its own review cycle.

The submittal schedule is not separate from production. It is the front end of production.

Avoid the Endless "Revise and Resubmit" Cycle

A strong restoration subcontractor should make the reviewer's job easier. That means submitting the actual proposed material or detail—not a pile of manufacturer's literature and asking the architect to figure out which option is intended.

Good submittals should:

  • identify the proposed product

  • note deviations clearly

  • reference the applicable window or door type

  • provide complete details

  • address known specification requirements

Likewise, replication drawings should not be developed from assumed dimensions when the original profiles are available for field verification. A little extra work before submission usually saves an entire review cycle.

Use RFIs for Questions and Submittals for Answers

These two processes often get mixed together.

An RFI should clarify something that is missing, contradictory, or unclear in the contract documents. A submittal should show how the contractor proposes to comply with the clarified requirement.

If the drawings indicate one glass type and the specification calls for another, do not quietly pick one and bury that decision in the submittal. Ask the question. Get the design intent clarified. Then submit the product that meets it.

That creates a cleaner project record and makes everyone's responsibility clearer.

An Approved Shop Drawing Does Not Replace Field Verification

Historic buildings have a habit of being slightly less uniform than the drawings suggest.

Openings settle. Masonry moves. Previous repairs change dimensions. Nominally identical windows turn out not to be identical at all.

So even after a shop drawing is approved, field verification remains essential before fabrication. The drawing establishes the approved design. The field measurement confirms that the approved design will actually fit the building.

You need both.

The point is not to create the biggest possible submittal package. It is to identify the decisions that need to be made before they become expensive to reverse.

Final Thoughts

The best submittal process does not feel like one party checking another party's homework. It feels like project coordination.

The architect understands the design intent and protects the architecture. The preservation consultant understands historic significance. The GC understands schedule, sequencing, and overall project risk. The owner understands what success needs to look like. And the restoration subcontractor brings practical knowledge about how the windows can actually be repaired, restored, and replicated.

Those are different kinds of expertise. A good submittal process gives them a place to meet.

When it works, the result is not just an approved stamp on a PDF. It is a project team that has already resolved the difficult questions before the work starts repeating itself across dozens or hundreds of openings. And on a historic restoration project, that is exactly when you want those questions answered.
